Capital Improvement Plan

Teton County’s Capital Improvement Plan (CIP) is developed by the Administration Office with the assistance of many county agencies. The CIP is a planning tool used to forecast and prioritize the capital needs of Teton County over the next five years. Teton County defines capital projects as an improvement that costs over $5,000 and has a useful life of at least two years. All capital assets that cost less than $5,000 are included in agencies operating budgets. The CIP is not a static document and is updated annually to reflect Teton County’s current needs, priorities and available funding.

As a planning tool, the CIP serves to give the commissioners and community a comprehensive snapshot of Teton County’s capital needs including infrastructure needs that are not being met. For this reason the proposed CIP may include projects that will not be approved or require additional funding such as a Specific Purpose Excise Tax (SPET) or grants.

Presentation & Sections

The CIP is presented to the County Commissioners at an annual workshop. The five-year CIP is not used to allocate funding or approve projects therefor it is not formally approved. An annual Capital Budget is approved later in the year during the County’s budget approval process. Each agency makes an annual capital request along with their annual operating budget. The annual CIP requests are approved in June along with Teton County’s budget and funds for the approved projects are held in the Capital Reserve Fund 37-4-037.

The CIP document has two main sections, the first section is a County wide summary organized by fund and project category. The second section is organized by agency and includes a Master Workbook and Singular Project Workbooks. The Master Workbooks are broken down by project category and Singular Workbooks are created for projects proposed for the next fiscal year.
